Mysterious Desktop Icon

I keep having a file "appear" on my desktop with the
name "~" the icon looks like a mini Windows screen.
Properties says Type of File - File, Description - ~.
Ran virus, tried to open, no luck. Think I got a bunch
of code once in Word squares, alpha-numerics, etc.
Delete it, it comes back. Anyone know what this is?
 
This is actually a copy of your Address Book file. Its a bug in OE, and MS
is aware of it.
