i am at wits end with this one, i am trying to get it off
by going to their website to uninstall it, it keeps
coming up that my security settings won't allow me to
download the uninstall i don't know how it got there in
first place, all i know i want it gone can any one help
get rid of this pest

You installed SmilyCentral didn't you? Download Hijackthis and then scan and
choose SmileyCentral and other registry items that don't look kosher and
remove them. It goes easily, then.
