my toolbar is all screwed up

The taskbar, perhaps? It's usually at the bottom.

It's just a window...
Place the pointer in a clear part of the taskbar, and drag to the bottom
of the screen, while holding down the left mouse button. Takes a bit of
practice.

Actually, I meant the "task bar". Running XP Pro v.sp-1.
