My Rules don't work

The rules that I have set up don't seem to work. I am running Exchange 2000
server and Outlook 2000. I have access to another users folder and that is
the folder that I have set the rule for. I want email from a certain
address to go into a created folder and not the inbox. The rule does not
work. I set it up 4 times. The emails continue to go into the inbox. Also,
besides the fact that it doesn't work, sometimes the rule has disappeared
from the Rules Wizard dialog box. Is there something that I am doing
wrong?

Have they ever worked ? Mine stopped working just recently
and I can not figure it out either.....
 
Well they worked when it was set for my inbox but never really worked when
set on another users inbox that I have access to.
 
Ehm, yes, that is if you are creating the rules on a
mailbox that isn't the default (Outlook Today) mailbox.

Set up a profile so the mailbox is the default mailbox.
Then create server based rules for it and they should
work even when Outlook is closed or started with a
different profile.

Can you please explain 'server based rules'. My mailbox is
the default but I notice that some of my rules are
only 'client based rules' and these are the ones that no
longer work. How do I change them to 'server' rules ?
 
Server based rules are rules on a mailbox that are kept on the Exchange
server and work on the Exchange server. Client based rules are rules that
only work when Outlook is open. Rules are client based when there are
certain actions in it that need the local client to be active like "move the
message to specific folder" while the folder is in a pst-file rather than in
the mailbox. Look at the actions and conditions of the rule and try to
determine why they are client based. Otherwise try recreating the rules.
