My Resize Down Icon Stopped working

For some reason when I now open Outlook, it opens in maximize view and when I
click the resize down it minimizes it instead of just going to the view where
I can size the window to my liking.

Can anyone help me with figuring out how to get the Resize Down buton to work?

Does this mean that all you see if the handle on the Task Bar? Perhaps it's
not minimizing. Instead, the window is off-screen. Try this. After clicking
the resize button, right-click the task bar handle for the program. If the
windows is off-screen and not minimized, the Move menu item will be
selectable. Choose Move. That should cause the mouse to jump to the middle
of the Outlook window's title bar (which you can't see). Left click and drag
the mouse around until you see the window on the screen. Position it where
you want it and release the button.
