When WinXP is off, it's OFF! It doesn't even know that an hour has gone by.
But, your computer probably has some settings in its BIOS to turn on the
power when certain things happen, such as when the phone rings, or at a
certain time. When the power comes on, the computer boots, loads WinXP as
instructed, and WinXP comes alive again. Most computers nowadays keep a
trickle of power flowing, even when they are turned off, just enough to
respond to such events.
Since these settings are for the computer itself, not for WinXP, and they
vary so much from one model to the next, we can't guide you much without
knowing the make and model of your computer or its BIOS. Did you get an
owner's manual with your computer? If so, look for a section on BIOS
settings, including the "secret" key to press - immediately after turning on
the power - to change those settings.
Or tell us your computer make and model and someone here will probably know
how to enter the BIOS utility and which setting you should change.
One other possibility is a UPS (Uninterruptible Power Supply), which is a
separate piece of hardware holding a battery, between your computer and the
power plug in the wall. Like the BIOS, a UPS can be set to power up at
certain times or events. But most computers don't have a UPS.
