My PC freezes on shutdown

Putting it basically my PC rarely shuts down completely by itself when i restart or turn it off through wiindows
it goes to the windows shutdown background and pauses on "saving settings ....." text but fails to cut the power out i.e. i have to manually turn it off the electricity at the plug

i have a feeling its to do with one or a combination of things - task manager or bar freezing / internet disconnection freezes desktop

any ideas ?
 
my pc does the same thing but also locks up prior to
shutdown by making my aol software freeze. i have been
told that it is an issue with Q811493 update and xp sp1

well ive still got this problem and im trying your suggestion
