Every time I want to shut down, it restarts. What is this
thing, and how to fix it? (XP Professional)

Who is the manufacturer of your computer?

I had a similar problem with my Compaq Workstation: everytime I picked
up the phone (a dial-up modem in the computer) the computer restarted
itself. I eventually found the problem in the boot bios. At first I
thought it was part of the bios power management but I eventually found it
under the Advanced tab of the bios. It was called WOL (Wake On Lan) and was
intended to start the computer remotely. I simply disabled it.
Warning: if you are not familiar with what a bios setting does Do Not
Change It! Many settings could prevent your computer from booting into the
OS. It is also a good idea to take notes on anything you do change so as to
remember what to change back if the results are undesirable. I have even
downloaded a copy of the manufacturer's bios to disc for safekeeping.
