my IE 6.0 is stuck on 0-bit cipher strength

After encountering problems getting into certain websites,
I noticed under "about IE" that I have a "customized"
version of IE 6.0. The box below that says:

I don't know if this is standard text or not. The problem
is that the Cipher-strength is set at "0-bit" and I cannot
find a way to change it. Somebody suggested a solution
that began by renaming my "rsabase.dll" file
to "rsabase.old", but Windows wouldn't let me rename it,
even after I had shut down every open browser window.
Could someone please help? The 0-bit setting is not
letting me into Paypal, my bank account, etc.
