My FrontPage cannot find stsnwi.dll

When trying to open my web-site though FrontPage 2003, I get a message:
"Cannot find stsnwi.dll," and the site doesn't open.

I tried reinstalling, and it didn't help.

I also tried a way suggested here earlier that involves

1. Start regedit.exe
2. Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Shared Tools\Web
Server Extensions\Web Extender Client
3. Look for a value named wecctlflags
4. Either delete this value or set it to zero

I do not have a Web Extender CLient folder in my Web Server Extensions
folder, so could not access wecctlglags.
