Mitchell,
I believe the footnote style follows your normal style. So if you apply
changes to your normal style they will be transposed to the footnote style.
Go to the styles and formatting task pane, select the listarrow next to your
footnote text style, click change, format it the way you want and exit. If
you don't see the footnote style in the taskpane, click on the listarrow
next to show (bottom of the task pane) and select customize, check the box
next to your footnote text style and click OK. Now it should show up in the
task pane.

If necessary, after you've verified the style settings, you can press
Ctrl+Q in a footnote text paragraph to remove paragraph formatting not
in style.
