I am new to web publishing and my isp gave me an ftp
server to upload to. I have successfully uploaded my first
webpage. Here is my problem. How can I navigate to it? When
i type in the url it does not open. So i must be doing
something wrong only i don't know what.

Is your web page named index.html?

The default page or "homepage" needs to be named
index.html or default.html depending upon the server?

Also, has your domain / account been registered for over 48 hours?
It takes a new domain 48 hours to propagate throughout the
Domain Name Server system so that clicking on www.yourdomain.com
will open your web site. If it hasn't propagated, your computer
and the internet don't know where to find it.

1. FP can not open for editing, etc. any web site that doesn't have the FP
extensions installed.

2. The FTP Login your host provide must be mapped on their server to the
actual folder that is viewable by web browsers in order for the files to be
place in the correct location by FP.

The web page is default.htm. It has only been about 48
hours since the account was created. What is the index.htm
page used for?

index.htm is just one of the many name a home page can be named. The correct
name to use depends on what your host has set as the default document for
web sites hosted on their servers.

As you indicated, default.htm is the correct home page name, so you will
need to rename index.htm to default.htm in your current open FP web, so that
FP will update all links.

The question you asked this group is one that should also be directed to
your web host firm.

In most cases, web host firms have FAQ documents, etc that they can direct
you to for further help on stuff like this. A good web host firm will help
you get started learning how to do this.

In my case, I usually am given an IP number (IP = Internet Protocal) that I
can publish to even before the domain name I want is approved and propagated
through internet. This allows me ( or in your case you) to "publish" your
material to the server and it will be ready and waiting the very second that
internet begins to recognise the domain name you have registered to be at
that IP address.

I have had problems similar to this. Some of that was related to where the
web host firm wanted me to use as a target for my FTP tramsmissions. You
will need to find out the exact URL for FTP transmission for your domain
from your web host. Frontpage takes care of all that for web sites that
provide the FP extensions.
