my father needs help please

He is getting an error on windows xp says we apologize for the inconvience
but windows did not start successfully. The windows advanced options menu
includes the following troubleshooting modes, safe mode, safe mode with
networking, start windows normally. When he does one of these it basically
brings him back to this point again. In the problem solution it shows to type
in the keyword kbenv kbbprb KB309481 but we don't know how to get here or to
fix the problem please help us.
