My drive won't show up

I've got an XP Pro box here. It's got a pile of external drives
danging from it and it's seen a fair number of other drives (flash
drives, etc) since XP was installed.

I tried to install another drive--Windows correctly identified the
drive but that's it. It never showed up in the list of disks.

I tried connecting it to the motherboard, I tried connecting it in a
USB drive enclosure, nothing. Since Windows had detected and IDed it
once it never said anything else about it, I have no way of knowing if
it even saw it.

Ok, I figured I had a bad drive. I grabbed one destined for another
machine and tried it--same behavior.

Either I got two drives that failed in exactly the same fashion or for
some reason XP has decided it doesn't want to associate with them.

Have I managed to hit some sort of limit on the number of drives that
XP will support? If so, are ghosts of previous drives in the device
table using up slots--and if so, is there any way to remove them?

(As for my skill level: 25 years of programming, 10 years of building
my own machine but I would not call myself a hardware tech by any
means.)
