My Documents is being replicated and I want it to stop

When logged in as user "xxx", if I restart all the files under
C:/Documents and Settings/xxx
are replicated to
C:/xxx
I don't know what is doing this and I want to turn it off.
Is it a Windows option?
Was some other software installed on my machine to do this?
Does anyone know of a program that does this type of thing?
It seems that some program related to upgrading or backup my do this type
of thing.

Possibly right-click My Documents|Properties|Target|Move and move it back
to;
%userprofile%\My Documents

It is being replicated so it is in both places.

I am looking at the ntuser.ini file and it has an ExclusionList in it.
This file is only in the C:\xxx dir.
Maybe if I add My Documents there it will not copy them.
Going to try....

Ok - that worked.
So ntuser is the program doing this.
Now the question is:
How do you modify the configuration of ntuser or uninstall it for this user?
 
Here's what I have if that helps. AFAIK this only applies to roaming
profiles.

[General]
ExclusionList=Local Settings;Temporary Internet Files;History;Temp;Local
Settings\Application Data\Microsoft\Outlook
