My Desktop Background is messed up

My desktop backgorund will not change. When ever I goto Display>Desktop
window all I can do is change the color of the background nothing else. I
cant put a picture on there at all. The controls for putting a picture on the
desktop in Display>Desktop window are all greyed out. I also noticed that
during start up the background I set is up,but that is only before all the
desktop icons come up on the screen. How can I fix this problem?

open an image, it should open with the windows image and fax viewer..
right click on any part of the image and select "set as desktop background"

Scroll down to Line 285. Right hand side.
Click, "Restore All Display Tabs" to download the registry file.
Double click the "restorealldisplaytabs.reg" file and confirm the registry merge.
