My Default Browser is being continually hijacked ny "SearchBy"

I have tried putting their web address in the Forbidden
Zone under Internet Options SECURITY, but it does not stop
them

Are there laws that they are violating to come on my
computer & change my defaults & my preferences?

Is there a way to permanently terminate their ability to
steal my resources & install spyware?

I have run Ad-Aware & SptBot a number of times, but this
keeps coming back. I installed the Enigma browser as my
default browser & this seemed to stop it, but that browser
has other problems. As soon as I went back to IE 6.0
(under Windows 98) The same problem immediately came back.

THIS DIRECTLY IMPLIES THAT IT CAN BE STOPPED. The quetion
is HOW?
