My computer won't shutdown.

I go to start, shutdown, turn off computer. Instead of
shutting down, it restarts. Any help?

this file C:\WINDOWS\PCHealth\HelpCtr\D
atabase\HCdata.edb is maybe damaged, but I don´t have any
idea how to repair.

do you have any software published by Roxio (Easy CD
Creator / Videopack 5.0) installed on your machine? If
yes just uninstall and your probs are gone.
