My computer won't receive packets

I have a computer that is connecting to the network and sending
packets but won't receive packets. It is running XP SP2 and I checked
that it does not have the same IP as any other computers on the
network. Can somebody please help me?

How did you determine that it is not receiving packets? I use a program such
as tdimon or Wireshark [formerly known as Ethereal] to determine such. If
you have not looked at activity at the packet level then you may have a
software/host firewall that is filtering inbound access and booting into
Safe Mode with networking can help determine if that is the case or not. I
have actually seen a network adapter not be able to receive packets properly
but send fine in which case I replaced it to resolve the problem.

I clicked my network connection and it said i had only received 60
packets and it never increased, plus i can't connect to the computer
from other computers even tho it shows up. Also the internet does not
load.

I booted into safemode with networking and i still couldn't connect to
the internet although i did receive more packets initially then it
stopped and nothing was happening.

Ok packets are coming in and out fine while in safemode with
networking, how do i determine which program is affecting it in normal
mode? All i have installed is avast and windows firewall and I havent
installed anything on it in a while.

Try using the msconfig utility and selective startup to disable services and
startup items in a trial and error method to try and pin the problem down.
When in the services tab select hide Microsoft services and do not mess with
any of them but just third party services. Be sure to keep tabs of current
settings and then of changes you make. First however disable the Windows
Firewall to see if it has some sort of a problem though that should not
prevent internet access but you never know if it is corrupted somehow.
Generally any internet protection software is suspect or your computer could
have a malware problem. While in Safe Mode with networking I would try to
install the Googlepack edition of Spyware Doctor, install it, update it, and
run a full scan in Safe Mode with networking . If that can not be installed
in Safe Mode with networking download, install, update, and run AdAware-SE
free edition.

I removed all the spyware on my computer and tried disabling windows
firewall and disabling the startup services but the internet is still
not working and my computer isnt receiving any packets still. I even
tried a system restore back to when it was still working but to no
avail. Any more ideas? Thanks for the help so far.

Are you able to access the internet in Safe Mode with networking or can you
at least ping an IP like 4.2.2.2 assuming the router is allowing other
computers on the network to access the internet to indicate that the router
is not the problem?? When you said you disabled startup services I assume
you do not mean any Microsoft services as many of them are needed for
networking? If you can ping 4.2.2.2 but can not access any web pages via
your web browser try running Winsockfix if running the command netsh int ip
reset c:\resetlog.txt does not help and you have verified via services.msc
that the dns client service is started.. Also try using a different network
cable to a different port on the router switch. There are also settings in
the properties of the network adapter that can be changed from autosense for
network speed to 100 full duplex or vice versa that may be worth trying. If
none of that helps I would suspect that the network adapter may be going bad
and would try installing another one being sure to disable/remove the
existing one if a new network adapter fixes the problem.

Glad to hear that Winsockfix worked and thanks for reporting back. It sounds
like your problem may have been caused by spyware. I suggest you install the
free version of Spyware Doctor via Google pack and configure Onguard to be
enabled.
