My computer is not finding my internal hard drive.

When I try to boot my computer, it can't find the boot media and so it
dsen't start up. I tried re-installing windows but it came up the
message "Create folder: /WINDOWS". What should I do?

What is the exact text of the error message when "it can't find the boot
media"? Is the hard drive seen in the BIOS?

If the hard drive isn't seen, then there is no point in reinstalling
Windows until you've determined what is wrong - either with the hard
drive and/or with the motherboard.
