my computer has stopped booting up

my computer used to boot but now it will not.
it is an Asus a7v8x-x motherboard with an athlon XP 2000+ cpu, 512 kingston
ddr pc2100 ram, geforce2 ti 64mb vram.

when i turn it on now, it will send me to the bios (after a minute of
waiting at post) and say that my CPU is set at an invalid speed (my computer
will be lagged and it will take about a minute for any key i press to
respond). first thing i did was turned it off and switched the jumper to
clear the cmos. i restart it and find myself back at the bios, this time it
is set at its lowest speed, and it says it could not determine what speed
the CPU was supposed to be at, asking me to set it. it is still pretty
laggy, but i set it and restart. when i restart im taken back to the bios
and given the original error message (invalid cpu speed caused computer to
hang)..

now im wondering what to try and/or which i need to replace, the motherboard
or the CPU?

Before buying anything make sure you have the latest BIOS for your
motherboard. I had a very similar problem with a new build a couple of
months ago.....

New Asus Motherboard that said it was ready for an XP3200 processor, but
went to the BIOS upon every boot up saying invalid processor speed. Even if
I set it manually to the correct speed it would chuck me back to the BIOS
every time. Flashed the BIOS to the latest and all is well.

Computers will do many strange things when power supply
voltages are at marginal levels. Although probably not reason
for failure, it is so quick to eliminate and can so often
complicate repair that good technicians first measure those
voltages. Required is a 3.5 digit multimeter. Voltages must
appear in upper 3/4 of these limits: "Computer doesn't start
