My computer doesnt have Accessibility's function?

Someone has stuffed around with my sticky keys feature.... noe everytime i
try and type i can not always do capitol letter because when i hold shift
half the keys dont work.
caps lock works fine and gives me access to all capitol letters but shift
does not.... i assume it is the sticky keys feature so i tried going to
control panel > accessibility but it does not exist. I went to start >
programs > accessories > accessabilities but there is only a couple of things
there nothign to do with the keyboard. Is there anyway of putting these
features back on to my computer .... or will a new keyboard fix this. I am a
student and having this problem wastes alot of extra time!!!!!!

Start>help and Support>stickykeys (in search field)

I know little about stickykeys.
I do know that if you hit "Shift key 5 times, computer makes noise and menu
popups on screen.
Have to leave the rest to help and support feature.

Go back to Control Panel. Switch to classic view to see icon for
Accessibility Options. While the shift key (pressed 5 times) is the toggle
for Sticky Keys, Filter Keys is what blocks "accidental" use of CapsLock
and a few other keys.
 
Go to Accessibility Options in the Control Panel. Uncheck the "Use Sticky
Keys" checkbox in the Accessibility Options dialog box, in the Keyboard Tab.
