My CD-R Drive has never worked properly

My CD-RW Drive will not allow me to save data to it. I
have windows XP and I understand that there is some type
of fix. I purchased the computer a year ago from Dell
they want me to pay them to tell me how to fix something
that never worked. Can someone help? I'm a fairly new
computer user and I can't seem to get any clear answers
to this problem.
 
If you can burn songs but not data, problem is software not hardware (the actual burner). Are you using Nero, Roxio, Media Player or other program? A little more info needed.
