my battery doesn't work...

When I unplug my dell lap top, and just use my battery,
the power won't turn on. I pressed the button on the
battery and some green lights lit up and this orange
battery w/ a lightning bolt flashes on my computer (when
it's plugged in) do i have to charge my battery? my
battery status says 99 and 98%. how do i use my lap top
with out having to plug it in!??!
 
If you have a fully charged battery (which should charge when installed in
the computer even if you have the computer turned on) simply removing the
power cable from the laptop should switch you immediately over to battery
power. If the unit will not turn on without the power adaptor plugged into
it you either have a dead battery or the battery circuitry is bad.

Yes a battery has to be charged prior to using it. How old is this
computer? If it is still under warranty by Dell you should contact them for
technical support. If the computer is out of warranty, you may need to
purchase a new battery as the old one may be dead (they have a limited
number of charge/discharge cycles before failing to hold a charge)

Have you checked with the Dell Support site?
Also you can try contacting the Dell technical support call center to
further determine what the battery problem is.
