Hi Chris,
Am I understanding you correctly?
- Select the menu option Tools > Security > User and Group Permissions
- Select the Change Owner tab
- For your Report that you are having problems with it's Owner = Unknown
- All other objects have the correct Owner
This is the only object that is giving you problems.
If the above is correct and when logged into Access with an account that
has Admins rights you are unable to change the Owner for that object then
you are running into corruption with that object.
Recommendation is import the Report object from a backup copy or recreate
the Report object.

| it is basically telling me that my admin username does
| not have full admin rights, it won't let me modify the
