My 700 MB CD-R blank disk is reporting 595 MB available in WinXP

It is definately 700 MB CD-R

If it also showing 595MB, it means the CDR is not 700MB.
Try to use other brand of CDR.

Then it could be that the CD-Burner can not see the 700 MB media as 700 MB
media. Check the the unit's manufacturer to see if the unit supports 700 MB
media and which ones have they test the unit with.
