The "how" (as in "how do I become one?") is based on peer-to-peer support.
The best way to get noticed and have a chance of recieving the award is
participation in forums, like this one, email lists or writing a book and
participating in discussions about the book.
In forums, it is generally a combination of ongoing posting and the quality
of the answers. Simply answering a bunch of questions is not enough to
qualify for the award, as anyone can post a large number of wrong answers.
Like all things worthwhile, it takes time to get noticed, as MS and the MVP
community are interested in people who are in it for the long haul and not
simply trying to get an award.
