In short: NO.
because that is not how e-mail works.

Within an organisation (read LAN), you could force a readreply with
<OT>Exhange server and Microsoft Outlook</OT> (There even might be some
freeware client/server aps that can do this)
But over the internet surely not.
The forcing must be build into the e-mail client and probably also in the
email server,
and since you cannot force someone to use a specific e-mail lcient (that is,
only on a lan if you are System aministrator, or a Manager of some kind)

Using look out! (er... outlook) over the internet, you can Request a reading
receipt, but the receiver an choose to refuse sending of the receipt.

If it were possible (I don't think it is) and somebody sent me such an
email, I'd simply control-alt-delete to shut down the system, then
reboot. Then I'd deal with whoever sent the email to me. >80(>

Hmmm, (some) spammers add a little html action that "replys" back to
them when you open their email? That's how they verify an active email
account! So.. I suppose you could at least know if an email (from any
email progam) was opened. :)

No and to create such a thing would be a travesty of unequalled
proportions. Also what you're wanting to do is certainly illegal in the
UK as it interferes with the operation of a PC, i.e the only way to
close the window is to reset the PC. But you thought of that didn't
you?

Yeah. Me kicking the living shit out of you because the only way I
could close the e-mail was to reboot the PC.
