Must load browser several times before comp connects to internet

Ever since I did my last Windows update, I have to load my browser
(either MSIE or Firefox) at least twice before I can get access to
either the internet or Email. I can't access Email until I've
achieved an internet connection VIA a browser.

Windows XP Pro SP2
