If you are asking if IE supports tabbed browsing it doesn't.
There may be other browsers based on IE which do have that feature.

Otherwise use the Taskbar's Cascade Windows command.

Tools/Internet Options/Advanced Tab;
Under Browsing, reuse Windows for launching shortcuts.
