Multiple Windows Open Unexpectantly

I went onto http://multicarejobs.org and immediatly 46 different windows
opened up. This happens often with other sites.

I closed the windows group, and restarted IE. I again went to the site, and
nothing unusual happened.

I never know if this is going to happen before I go there or not.

Nothing triggered on that site specifically but it could easily be malware
looking for words like "care" in the address of the site or in the text of
the site's content. Some generalized information about malware cleaning can
be found here as, well, that would be my first guess with your symptoms.
