Hi Gene,
This usually happens when either software that doesn't support fast-user
switching is installed, or a network protocol is installed that doesn't
support it (these events may be related as well). Think about anything that
was installed on the system prior to its not working. Also, check installed
networking protocols in the properties of the connection applet.
It may help to go to the control panel/users/"change the way...." and
disable fast-user switching, then reboot and restart it. If the option to
restart is not there (remember, you must have the welcome screen enabled as
well), then that is a definite sign that a networking protocol is probably
installed that doesn't support it.
