Multiple users, administrator is a must

With XP there must be an administrator, it seems. How can I fool proof the setting up multiple users and allow for the guest option?

Yes, this is true. This is a fail-safe so that you cannot lock yourself out
(of course, if you forget the admin password as well, then you are SOL w/o a
reset disk).

Mind a follow-up question?

Why do I need *two* admin-privileged accounts? The control panel
won't let me demote an account to a lowly user, claiming I need at
least one administrator. Alright, makes sense -- except I already
had one (namely the default "Administrator"). Had to create a third
account just to turn the second one into a limited account, i.e. I
went from having Administrator (admin) and SecondAccount (admin) to
Administrator (admin), SecondAccount (limited) and ExtraneousAdmin
(admin).

Is that weird? And yes, the Administrator account *is* an
administrator account. After all, I regularly use it to break random
things :)
