Multiple users accessing same outlook inbox and contacts

I can not figure how to set up the user profiles or
accessibility so when a user logs on and opens outlook
the have the same inbox and contacts as another user

Not possible in Outlook unless you are on a network and have Exchange
Server installed and running.
