Windows Server 2003, with Terminal Services installed in Application Server
mode can handle larger numbers--specifying such a server, in terms of the
hardware necessary for a given user load is an art--there's some guideance
at Microsoft's web site. Licensing is on a per-client basis and is both
required and not free.
