Multiple programs failing to access the internet, giving error #10061

Hi,

A number of apps fail to connect to internet services (for example, but by no means restricted to, accessing cddb servers), giving error #10061, ie. 'No connection could be made because the target machine actively refused it'.

I am connected via a wireless firewall on my router, but suspect this is not the problem as other machines on the network can access the same services without a problem.

From googling the problem, i suspect something has messed with my registry, and stopped certain services working properly, but I'm not sure of where to go from here.

Any help or suggestions would be much appreciated,

Forgot to mention some other stuff, in case it helps

I'm connected to my router (a d-link DI-624) over a wireless connection. It connects to the internet via a d-link adsl modem. However, I don't think this info is important, since i'm pretty sure it doesn't make *any* attempt to connect to the remote service before coming up with the error (which confused me, since i would have thought that error would mostly come from the server side?). This makes me think that one of my windows services (winsock2 etc?) might be broken, but i don't know how to fix it
