Multiple profiles for Outlook 2003

I have users with delegate permission who need to be able to open outlook as if they were another user (select profile) I have done this in the past and now when I try to add new users they are getting a message that the do not have logon permission. What am I overlooking?

And all 14 of them start with microsoft.public.outlook.
