Multiple layer drop down

I need to create a layered drop bown box. Is this possible? Here's what the
data would look like.

1 - AOR/WA Changes (Can't select this)
1a - XXX (Can only select sub-levels)
1b - YYY

2 - Duplicates (Need to be able to select this one)

3 - Migration (Can't select this)
3a - Wrong AOR (Can only select sub levels)
3b - Wrong Pkg
In a nutshell - I need to be able to vary the level of selection in the
combo/list box. What is my best option for getting this to work?
