If a site has multiple IP addresses associated with it (returned by
DNS), which one will IE try first? Is it determinate or random? And
will IE try one of the other IPs if the one it initially chooses times
out? In other words, IE has already retrieved stuff from one of the
IP addresses, will it "failover" to another IP address if the
connection times out?

Timeout Tuner.
This tool can be used to adjust and tweak Internet Explorer DNS caching,
Keep Alive, and Server Info timeout settings,
which can be very helpfull when testing DNS round robin and failover setups.
