Multiple Criterias to Count for Headcounting

HI,

Im trying to figure out a formula that will allow me to generate a headcount by half hour, based on scheduled times. It will also need to check if its on that date and with that language. I've attached the file with the raw data. It will also need to incorporate the breaks, meaning it will not count them during the breaks. thanks.
