Deny administrative privileges to anyone who cannot be trusted not to
abuse them.

You can't.
Any Administrator can do and undo anything any Administrator can do.
If someone is not 100% trusted, do not make them an Administrator.

Everyone who cannot be trusted 100% in the way you just stated cannot be
administrators.
One administrator can get around/undo/redo/set/unset anything another
administrator can - thus why it is a privilege to be an administrator on a
network, and NOT the default.
