How can it be that there are so many problems for this
and no solution??
*If you upgrade from Windows 98 to XP and try to use a
SoundBlaster sound card you get an error (Code 28 The
drivers for this device are not installed). And when you
try to resolve this problem, the help site only says that
this component is deleted in XP... So:
HOW DO YOU FIX THIS???? Microsoft thinks this happens
because the hardware or drivers you are trying to install
are old, but I just bought the newest SoundBlaster sound
card out there and I'm still getting the same error!!!!
this is frustrating.. I just want to have some freaking
sound in my pc.
Anyone has any suggestions??

Just because you've got the newest card doesn't necessarily mean you've got
the newest drivers .... Check the Creative site in case. Make sure they're
XP specific. Make sure you have DirectX9b installed.

Delete your 'old' drivers and any reference to Creative (including the
registry, back it up before hand though). Re-boot then install the new
drivers. Should work.

BTW, its always better to do a clean install otherwise you get crap lying
around as you obviously have. Don't worry, took me a while to learn that too
!
