Multilanguage support for Windows (98 SE or XP)

Does anyone out there know of any OS or Browser packs
that I can use so I can read (and maybe write) in other
languages (preferable Japanese) for an English based
Windows PC? I can't use any Office or Media Player units.

Have your tried google/yahoo or other search engine?
Try search for "Japanese language browser windows" or
some other combination of words. Surf around the results.
