multihomed WINS server on 2 subnets

We have a client that has the following setup:
NT 4.0 domain
Windows 2003 Application Server (APP1)
No internal DNS server
WINS on PDC and APP1
APP1 has 2 NICs - one on one subnet A and one on subnet B
APP1 WINS has a static entry to itself for subnet A
APP1 has WINS entry for PDC
Subnet B is where clients accessing the application server exist

I am well aware this is an unconventional setup, but our customer does not
seem to see the problem. Clients on subnet B are having intermittent
connection issues.

Any thoughts?

Worse than that. It is a bad setup.
but our customer does not seem to see the problem.

Convince them.
Clients on subnet B are having intermittent connection issues.

Most likely they are having intermitten Netbios resolution which makes it
look like a connection problem. NT4.0 Domains are Netbios based and Netbios
dependent
Any thoughts?

Get rid of the two nics in the Server and stop using it as a router. WINS
must run on a single-nic server. Netbios will only bind to the first
interface in the binding order. Put a LAN Router (or a Layer3 Switch)
between the segments,...or get rid of the second segment and run a single
segment.
