Multi-person Task

I have a task that requires serveral people to execute a series of steps in
order, before the task gets routed to the next person.

What I would like to do is create a checklist that can get routed from
person to person as steps get completed.

So, here's what I would like

Step1 (e-mail address removed)
Step2 (e-mail address removed)
Step3 (e-mail address removed)

So, the first person to get the task would be John Doe, when he completed
the task, it would get sent to Jane, when she completed the task, on to
someoneelse etc.

Is this possible? Does it require a major effort to setup?

I discovered that you can do this in Word using "Routing Slips". It
presupposes that everyone has Outlook, but it does work.
