multi language support

We trying to set Russian language on the computer. The
web sides display is OK, but on the upper bar on the
explorer, where usually display the side name, we have
the garbage characters. The system does not recognize the
russian language there. Any way to fix it ? THanks.

No, there is no fix for that (unless you make Cyrillic
your system code page, that is, russify your Windows on *system*
level).
By the way, you *will* see the Title Ok, if your system is
Windows 2000 or XP.

see Chapter 4 "Cyrillic Test pages" that has a part devoted
to that Title issue.
