Manager has more than 1 delegate. Only the delegates receive meeting
requests. If a delegate deletes a request without making a response, the
meeting disappears from the manager's calendar. I believe this is the case
even if another delegate has previously responded to the request. Is there a
way to avoid this other than all delegates make the same response or no one
deletes a request to which they did not respond (at least until the meeting
is over)?

This sounds more like a training issue than a technical issue. You need to
instruct the delegates about how their individual actions affect the manager
as well as other delegates.
