Greetings,

I had a similar experience from trying to install the new
Norton firewall and anti-virus. Posted a request to the
Symantec support site and received the following info.

Go to this link and follow the instructions. Especially
you may need to do the registry cleaning of ALL references
to Symantec. After I did that Outlook came up OK.
