msoe.dll is missing or corrupt - problem re-installing ie6.0

I am trying to reinstall ie 6.0 as I get the error from Outlook express that
a missing or corrupt msoe.dll is preventing oe from loading. I found the
registry tweak under

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Active Setup\Installed
Components\{89820200-ECBD-11cf-8B85-00AA005B4383}

and

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Active Setup\Installed
Components\{44BBA840-CC51-11CF-AAFA-00AA00B6015C}

but this does not allow me to reinstall ie 6.0. I tried installing ie 7.0
but that did not fix the issue. Ie6.0 is running fine included in it is oe
and I cannot seem to find a stand-alone oe install. Does anyone know of a
registry tweak to get this thing reinstalled?

Errors in MSOE.DLL generally indicate corruption in the message store.
Start by moving Folders.dbx to an empty Windows folder (with OE closed).
Note: the DBX files are hidden in Win2K, WinXP and Win2K3. You will lose
your folder hierarchy and the lists of newsgroups on the news servers, but
it might get you into OE.

If that doesn't do it then move all of the DBX files to the same folder as
Folders.dbx (again with OE closed). You should now get into OE. Try
importing the messages from
the folder you moved the DBX files to. If you can't, you can use this tool
to extract the messages:

DBXtract ($5):

Note: It can take a long time (days with really large folders).

The messages can then be dragged from the Windows folder back into a folder
in an open instance of OE.
 
I have tried all of that but to no avail. THanks for the suggestions but I
am fed up with it. I have been researching this for days. I will just
backup and wipe the HD and reinstall xp unless you have anything further I
could try.

Hio Matt,
I did Read your Post did you Uninstall IE7 and then gone to the registry and
change the Value of the Data to 0 then try to reinstall IE6.
Go to this link and try the instructions on it and let us know:

If no Joy then try clean install, but before antthing Do Backup your Data on
removable Storage.

You're asking the wrong question, e.g. you're prescribing a fix
and asking how to administer your prescription.

Frank already gave you the right answer to fix your *symptom*
in the OE NG. E.g. do a full compaction, etc. Did you try that?

The msoe.dll symptom really is just a misleading error message.
Reinstalling anything, especially IE, which isn't associated with
the msoe.dll module *at all*, will do nothing to fix it.

As proof, e.g. before you "wipe your HD" etc.
Try creating a new Identity (e.g. a completely new set of .dbx files)
and see if you still have the same symptom.

I see that you have already been given that suggestion too.
Did you try it?
