What is UNICOW.DLL and why can't Messenger find it after I just installed the thing

Earlier it gave me a few errors

HRESULT: -214702486

and whenever I'd try and repair the stupid thing "error code '1603'
Now it's the stupid UNICOW.DLL thing... please help!
 
I've downloaded a new UNICOWS.DLL file but it still gives me an error. Stupid piece of micro-crap.
